ORDER
¶ 1 On June 13, 2019, the Court heard oral argument on this case. Chief Justice Fairhurst did not participate in the oral argument and therefore did not participate further in the case. After consideration of the case, the Court has been unable to reach a constitutional majority of justices in support of a decision on the case. Therefore, the following order is entered:
¶ 2 IT IS ORDERED:
¶ 3 The Court of Appeals decision on this case is affirmed.
