ORDER
Upon consideration of the intervenor's motion to reconsider the order granting an extension of time, and the joint motion to voluntarily dismiss the petition for review in No. 16-1422 with prejudice and the cross-application for enforcement in No. 17-1007 without prejudice, it is
ORDERED that the motion to dismiss be granted and these cases be dismissed. It is
FURTHER ORDERED that the motion to reconsider be dismissed as moot.
The Clerk is directed to issue the mandate forthwith.
