ORDER **
On March 2, 2020, the U.S. Supreme Court granted Appellant’s petition for certiorari, vacated our opinion filed August 7, 2018, and remanded for further consideration in light of Hernandez v. Mesa, 589 U.S. ––––, 140 S.Ct. 735, ––– L.Ed.2d –––– (2020). We hereby VACATE the district court’s decision and REMAND for further proceedings consistent with Hernandez.
