ORDER
On March 7, 2016, Defendant-Appellant, Julius W. Lawson, filed a pro se Petition for Rehearing and for Rehearing En Banc. On April 7, 2016, Plaintiff-Appellee, United States of America, filed an answer to the Defendant-Appellant's Petition for Panel Rehearing and Rehearing En Banc.
The panel herein has unanimously voted to deny the petition for rehearing. This opinion has also been circulated among all judges of this court in regular active service. A majority of those judges did not favor rehearing en banc.
The petition for rehearing, and the petition for rehearing en banc are hereby DENIED.
