ALLEN v. NORTH CAROLINA ADMINISTRATIVE HEARINGS (2020)
United States Court of Appeals, Fourth Circuit.
Derrick ALLEN, Plaintiff-Appellant, v. State of NORTH CAROLINA ADMINISTRATIVE HEARINGS; Lamont Goins; Elouise Williams; Richard Bouden; Gene Troy; Civil Rights Division Human Relations Commission, Defendants-Appellees.
Decided: May 21, 2020
Before NIEMEYER, HARRIS, and RICHARDSON, Circuit Judges.
Derrick Michael Allen, Sr., Appellant Pro Se.
Derrick Allen appeals the district court's order accepting the recommendation of the magistrate judge and dismissing Allen's 42 U.S.C. § 1983 (2018) complaint under 28 U.S.C. § 1915(e)(2)(B) (2018). We have reviewed the record and find no reversible error. Accordingly, we deny Allen's motion to appoint counsel and affirm for the reasons stated by the district court. Allen v. N.C. Admin. Hearings, No. 1:19-cv-00786-TDS-LPA, 2020 WL 353539 (M.D.N.C. Jan 21, 2020). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process.
Affirmed by unpublished per curiam opinion.
Unpublished opinions are not binding precedent in this circuit.
