The foregoing application for a certificate of appealability is denied. Jurists of reason would not debate the District Court's rejection of appellant's habeas claims. Miller-El v. Cockrell, 537 U.S. 322, 341 (2003); Slack v. McDaniel, 529 U.S. 473, 484 (2000). Specifically, appellant has not made a “substantial showing,” see 28 U.S.C. § 2253(c), that appellate counsel rendered constitutionally ineffective assistance, see Strickland v. Washington, 466 U.S. 668, 687 (1984), or that the evidence was insufficient to support the jury verdict, see Jackson v. Virginia, 443 U.S. 307, 324 (1979).
