On September 26, 2025, this court entered an order denying petitioner's motion to proceed in forma pauperis. That order directed petitioner to pay the filing fee or re-file a motion to proceed in forma pauperis within 14 days. Petitioner was cautioned that failure to comply would result in the dismissal of this petition. To date, petitioner has not complied with this court's September 25, 2025, order. Accordingly, this petition is dismissed.
