ORDER GRANTING PETITION FOR REVIEW AND VACATING COURT OF APPEALS DECISION

Having considered the petition for review, answer, reply, and amicus briefing filed, this court has determined that review of this matter is warranted. NRAP 40B(f). Accordingly, the petition for review is granted. See NRAP 40B(g). The Court of Appeals opinion affirming a district court judgment filed on October 1, 2020, is vacated.
