ORDER DISMISSING APPEAL

On August 28, 2024, this court entered an order striking the opening brief and the appendix to the opening brief because they were deficient. That order directed appellants to correct the deficiencies and refile the opening brief and appendix within 14 days and cautioned that failure to comply would result in the dismissal of this appeal. Appellants did not timely file an appendix to the opening brief that conforms with the rules. Accordingly, this appeal is dismissed.
