Mr. Rickie Stanton appeals pro se from the judgment of the Circuit Court of Nodaway County, Missouri, in favor of the City of Skidmore on the City's claim for declaratory relief. Because there would be no precedential value in a published opinion, we have instead provided the parties an unpublished memorandum of law explaining our ruling. We affirm. Rule 84.16(b).1
