ORDER
Michael Shipley appeals the judgments of the Jackson County Circuit Court denying his petition to register and enforce two orders of the United States Court of Appeals for the Eighth Circuit as foreign judgments and awarding Family Support Division attorney fees. Because a published opinion would have no precedential value, a memorandum has been provided to the parties explaining the reason for this decision. The judgment is affirmed. Rule 84.16(b). Additionally, we conclude that Shipley's appeal is frivolous and impose damages against him under Rule 84.19. The case is remanded to the trial court to award Family Support Division a reasonable sum of costs and attorney fees that it incurred in responding to Shipley's appeal.
