In the Interest of: T.C.P., Appellant, v. JUVENILE OFFICER, Respondent.
ORDER
The Juvenile Officer of Jackson County filed a petition in the Family Court Division of the Circuit Court of Jackson County, alleging that T.C.P had committed acts constituting second-degree murder and armed criminal action when he was less than eighteen years of age. The Circuit Court entered a judgment dismissing the juvenile delinquency petition, and transferring T.C.P. to the court of general jurisdiction for prosecution under the general law. T.C.P. appeals. He contends that his counsel was ineffective for failing to argue that the Juvenile Officer was guilty of laches in the prosecution of the juvenile delinquency petition; T.C.P. argues that the delay in conducting his certification hearing rendered him ineligible for the services offered through the juvenile justice system and resulted in his certification for trial as an adult. We affirm. Because a published opinion would have no precedential value, we have provided the parties with an unpublished memorandum setting forth the reasons for this order. Rule 84.16(b).
