ORDER
William C. O'Tool (“O'Tool”) appeals the dismissal of his petition for declaratory judgment against Doris Falkenrath, Warden of the Jefferson City Correctional Center, (“Respondent”) for failure to state a claim. Acting pro se, O'Tool raises one Point on Appeal. We affirm. Because a published opinion would have no precedential value, we have provided an unpublished memorandum which sets forth the reasons for this order. Rule 84.16(b).
