Relator's writ application was not timely filed and therefore will not be considered. See La. Sup. Ct. Rule I, § 3(A)(2) & § 3(B)(1). Relator's motion for leave to file out of time, motion for stay, motion to supplement and motion to seal certain portions of the application's appendix are denied. Pursuant to La. Sup. Ct. Rule V, § 5, relator shall be granted ten days from the date of this order to retrieve the motion to seal and related documents.
