Writ application denied.
The BESE agenda clearly stated, “Consideration of holding a public hearing.” Based on this language, the public could reasonably expect that only the procedural decision of whether to hold a future meeting to discuss the substantive issue was on the agenda, and that there would be a future meeting where they could attend to express their position if the substantive issue was to be voted on.
