Considering the record of this matter,
IT IS HEREBY ORDERED that reinstatement be and hereby is denied. Petitioner may not reapply for reinstatement until he has fully complied with all reinstatement criteria, including any and all recommendations made to him by the Judges and Lawyers Assistance Program, but in no event until three years have passed from the date of this judgment. Supreme Court Rule XIX, § 24(I).
