Petition for appointment of Commissioner denied. See per curiam
Upon petitioner's application, we appointed a commissioner to hold a hearing and take evidence of the question of whether petitioner had sufficient character and fitness to be admitted to the bar. The commissioner recommended admission be denied. Upon review of the commissioner's recommendation and the record of the proceedings, we denied petitioner's request for admission with the provision that petitioner may not re-apply for admission until he can demonstrate a change in circumstances and in no event less than one year from the date of the judgment. In re Committee on Bar Admissions CFN-665798, 19-0323 (La. 10/15/19), 280 So. 3d 564. Petitioner now applies to this court and again seeks appointment of a commissioner.
Based upon our review, we find petitioner has failed to make a sufficient showing of a change in circumstances which would justify the appointment of a commissioner. Accordingly, the request for appointment of a commissioner is denied.
Petitioner may not reapply until he has shown a change of circumstances, including, but not limited to, evidence that he has taken steps to address the concerns raised by the commissioner over his liquidation of his debt obligations and a showing that he has undergone an appropriate substance abuse evaluation at a treatment facility approved by the Louisiana Judges and Lawyers Assistance Program and complied with any treatment recommendations resulting from that evaluation.
