Based on observation of a pack of Zig Zag rolling papers, the police officer conducted a “pat down” for weapons, which came up empty. There was no probable cause for the subsequent warrantless search after the officer detained the defendant by his belt loop.

Johnson, C.J., would grant. Hughes, J., would grant and assigns reasons.
