I would grant the application for rehearing for the purpose of clarification. The Juvenile Court abused its discretion under La. Ch.C. art. 412 when it denied the relator's motion to release the juvenile's records, as relator made a threshold showing of good cause. However, in order to ensure that only relevant information is released, I would direct that the records be transmitted under seal to the Judge of the Civil District Court for the Parish of Orleans presiding over the underlying tort action after the Juvenile Court Judge has redacted the record. The Judge of the Civil District Court is then directed to perform an in camera review and disclose to relator only those records which are directly relevant to the issues presented in the tort action.
