Motion for Reconsideration not considered. See La. Sup. Ct. Rule IX, Sec. 6. The merits of this writ were previously considered by this court and denied by a majority. Justice Crain concurred in the denial and assigned reasons. Justice Hughes would have granted the writ in part.
