The following order is entered in the above matter:
ORDER
Petitioner has not shown good cause for failing to file his appeal on time. Before this court he claims a different reason for filing his appeal late, lack of access to a computer, than he claimed before the board, difficulties in receiving his mail. Even considering this new reason, petitioner did not require access to a computer to file his appeal in time. Therefore, JUDGMENT OF DISMISSAL enters.
