The issue to be argued before the court shall be limited to the effect of the Employee Retirement Income Security Act (29 U.S.C. section 1001 et seq.) on the power of the California Apprenticeship Council and the Chief of the Division of Apprenticeship Standards of the Department of Industrial Relations to approve or disapprove apprenticeship programs.
