The issues to be argued before this court shall be limited to those addressed in the published portion of the Court of Appeal opinion including:
(1) Whether the practices of the Department of Motor Vehicles in collecting use taxes on the private purchase of motor vehicles within California during the period of 1976–1983 violated Revenue and Taxation Code Section 6201, or were adopted in violation of the Administrative Procedure Act.
(2) Whether the practices of the Department of Motor Vehicles in collecting use taxes on the out-of-state purchase of motor vehicles after 1974 violated relevant California statutes or the Commerce Clause of the United States Constitution.
