Appellant's petition to have the above-entitled cause heard and determined by this court, after judgment in the District Court of Appeal of the Third Appellate District [22 P.(2d) 655], is denied, but the court withholds any opinion with regard to the question as to the proper interpretation of section 20 of article 11 of the Constitution.
