Argued:     Decided: March 23, 1959

Certiorari granted; judgment vacated; case remanded for further consideration.

Petitioner pro se.

Solicitor General Rankin, Assistant Attorney General Anderson, Beatrice Rosenberg and Kirby W. Patterson for the United States.
