CONNECTICUT DEP'T OF PUB. SAFETY v. DOE, 01-1231

The registration requirement for Connecticut's public disclosure of its Internet registry of sex offenders is based on the fact of a previous conviction, not the fact of current dangerousness, and due process does not require the opportunity to prove a fact that is not material to the state's statutory scheme.
