Keates v. Koile, 16-16568

Affirming in part and reversing in part the district court's dismissal of an action against Child Protective Services officers and employees alleging constitutional violations arising from their having removed a minor child from their mother's custody following her hospitalization for depression and suicide ideation and remanding, holding that the law clearly establishes the rights of parents and children to familial association under the Fourteenth, First, and Fourth Amendments and holding that the district court erred in dismissing the claim against defendants on the basis of qualified immunity.
