United States First Circuit

Igartua v. Obama, 15-1336

In a claim brought by a U.S. citizen-resident of Puerto Rico in search of a legal remedy for his claim that he has a constitutional right to vote in certain federal elections, specifically the denial of the right of Puerto Rico citizens to vote for representatives to the U.S. House of Representatives and their right to have five Puerto Rico representatives apportioned to that body, the district court's refusal to convene a three-judge court and dismissal of the case on the merits are affirmed where the precedential case Igartúa v. US requires such an outcome.
