In a question of first impression in the First Circuit, denial of defendant's motion for reduced sentence for possessing crack cocaine with intent to distribute is affirmed where: 1) defendant failed to satisfy the threshold requirement of 18 U.S.C. section 3582(c)(2); 2) defendant's sentence was not "based on a sentencing range that was subsequently lowered" by Amendment 706 to the drug quantity table.
