Sephton v. F.B.I., 05-1820

Summary judgment in favor of FBI in a suit under the Freedom of Information Act is affirmed where: 1) the FBI met the FOIA standard for a reasonable search; and 2) it was not plain error for the district court to consider the FOIA issues joined upon the FBI's filing of a motion for summary judgment instead of the filing of an answer.
