Summary judgment for defendants on negligence and 42 U.S.C. section 1983 civil rights claims for events of thirty years ago is affirmed where no reasonable fact finder could conclude that plaintiff was mentally ill at all points before 1996 for purposes of tolling the applicable statutes of limitations.
