In an action to compel disclosure under the Freedom of Information Act of documents provided to the Illinois Commerce Commission (ICC) by Ameren Corporation (Ameren) pertaining to a settlement agreement disclosed in confidence to the ICC, granting of defendants' motion for summary judgment is affirmed where ICC agreed not to disclose the settlement agreement and the disclosure of the agreement would significantly impair the ICC's ability to deal with entities similarly situated to Ameren in the future.
