LOS ANGELES COUNTY MTA v. SUPERIOR COURT OF LOS ANGELES (LYONS), B173716

Government Code section 818, which insulates public entities from damages imposed primarily as punishment, does not preclude the award of the civil penalty specified in the Unruh Civil Rights Act for the violation of its provisions.
