Substantial evidence supported an Administrative Law Judge's (ALJ) finding that an underage decoy, purchasing alcohol, displayed both the physical and nonphysical appearance which could generally be expected of a person under 21 years of age, and the ALJ was entitled to rely on the record available to him in making such a finding.
