CALIFORNIA WATER CODE SECTION 1455 
1455. The issuance of a permit continues in effect the priority of
right as of the date of the application and gives the right to take
and use the amount of water specified in the permit until the
issuance of a license for the use of the water or until the permit is
revoked.
