CALIFORNIA WATER CODE SECTION 1450 
1450.  Any application properly made gives to the applicant a
priority of right as of the date of the application until such
application is approved or rejected.  Such priority continues only so
long as the provisions of law and the rules and regulations of the
board are followed by the applicant.
