CALIFORNIA WATER CODE SECTION 1380-1382 
1380.  Upon the approval of an application the board shall issue a
permit.


1381.  The issuance of a permit gives the right to take and use
water only to the extent and for the purpose allowed in the permit.



1382. All permits shall be under the terms and conditions of this
division.
