CALIFORNIA STREETS AND HIGHWAYS CODE SECTION 1580 
1580.  The boards of supervisors, in their respective counties,
shall audit all claims on the funds set apart for highway purposes
and specify the funds from which the whole or any part of any claim
shall be paid.
