CALIFORNIA EDUCATION CODE SECTION 5390 
5390.  In any school district or community college district
election, the qualifications of voters, the procedure to be followed
by voters and precinct board members in the polling places on
election day, and the equipment and supplies to be furnished each
polling place shall be governed by those provisions of the Elections
Code applicable to statewide elections.
